刘其龙说明，近来来，松江保持秉承新发展进步心理，要严“双控”（耗电周转量、企业单位GDP水耗），力行“双碳”，环保节能降碳体现持续不断稳步发展现状。“第十五五”时间，松江国家经济基础性知名不断飞速超越，“12五”期终至“十五五”期终，全省GDP数量平均增长额10.54%，与此一同生物质能消费者使用量回落6.5%，行业GDP能源消耗总计下滑21.46%。这具体主要依靠七个多方面的错施：全面推进自然能源消费者“增减扣紧”措施，要严格再生电力能源使用顶目准入条件措施，完美减碳经济发展新政策激励员工措施，升星低能耗降碳业绩绩效考评绩效考评措施，搭建新再生电力能源服务设施保护区措施。
刘其龙最好，着眼于于“2030年当今世界的公司GDP碳排放量回落至2005的65%”的对象，一种是凝聚力多方面的共识，采用好市政协委员会直接品牌效应，充分的产生界别使用，多做的政策宣讲、试点创新引领操作，尽力把“碳达峰”“碳中合”生成成社会各区域各区域华盛顿共识；二积极向上识贫建言，全面充分利用公民市政协认知能力密集点胜机，为注力建立“双碳”要求，精准定位“碳达峰”“碳结合”的客户的痛点、重难点、堵点，深入到开展调研、广谋良策、精准性的建言；三是密切进行合作抓好联动工作，可以通过九的中国城市全国政协商家委员会加盟及各文化产业发展小组内等app，增进商家中牢固联动工作，之间进行合作，双方达到技术水平复兴上的攻克与发展，逐渐探索世界新的完成预案，力促九的中国城市布局文化产业发展链的更新再造术。
刘其龙说道，松江区市市政协将已经激发九大城市市市政协必设文秘处的带头用，加大投入力度骤收集整理此次活动阻止的对应推荐，精心谋划定题，加大投入开展调研，遵循工作成果还原成，联手阻止“双碳”自查自纠视察工作，为长四角G60科创走廓高质理量转型决定更好的奉献。
